Pull the upper back out and notice the little cutout on the one side for the bolt to clear (looks like an indentation). Now reinstall with the cutout lined up with the bolt hole.

Hammer on the arm til the 'cam' lines up to install the bolt. Use a jack under the lower arm to help you. DO NOT beat the bolt into position. I had to use one stock bolt and one moog bolt on my truck because I ruined the brand new moog bolt. A little love tap may be required though once the hole is free and clear.
