What is normal vacuum at idle for a 98 3L?

Hey guys so I'm still trying to decide if I have a slight vacuum leak or not. I idle between 840 and 900 And my vacuum gauge is telling me right around 18. Now I know 21 is ideal but we don't live in an ideal world which is why I always figured 18 was okay. Now I'm wondering if it's 18 because of this slate vacuum leak I hear that is causing my bank to to be lean. I may hear a very slight piss underneath the upper intake but I'm not sure. So I was wondering anyone else that has a 98.3 L do you know what your vacuum is at at idle?
