If your rotors are warped you wont be able to spin them you will need to have them replaced... depending on how much you want to spend, they will be $30 up to $250 each.

As stated, do both pads AND rotors at the same time.
Before doing such, if you have a severe vibration, check the caliper and caliper bracket bolts. I believe the bracket bolts are 15mm. Theres 2 of them that connect it to the spindle.
Ceramic pads are ' ok ', but they push the braking heat back into the rotor and could cause it to warp. I use a semi metalic pad as the cost difference and ' performance ' difference doesnt justify the expense.

Could this be an ABS malfunction?
I recall issues with a bad front ABS sensor that will only surface a problem at low (approaching nearly stopped) speeds.
I think it's worth pulling your ABS fuses and recreating the circumstances.
Or wait till after the pad and rotor replacement, then see if it persists.
