Wiring DPDT locks?

I did the manual to power conversion ('01) and everything works great, except the locks. I was able to get them to work sometimes, but then they would just stop going all the way up or down. I used stock everything from a donor vehicle. I didn't get the security module thing behind he airbag. I wired them using two dpdt relays per the diagram...

When I hit the lock switch it sounds like it wants to go and moves a little bit but acts like it doesn't have enough power to move the actuator. I tested the hot and it is 13+ volts at all the terminals its suppose to be and at the switch. Any ideas??

I figure this would get looked at more here by people with electrical knowledge than in 'interiors.'
