blower motor resistor

i lost all speed for my heater except for max speed about a year ago. just recently the blower motor went. so i bought the blower motor and the resistor and decided to replace then at the same time. the connector for the resistor ended up being melted when i went to replace the resistor so i replaced that also. so now i have a new blower motor that works but still only have max speed. new resistor and connector. i checked the relay and it looked fine. anyone else ever have this issue?

Disconnect the plug that connects to the blower resistor. Using a voltmeter set to ohms, connect the black lead to ground. Utilizing the red lead back probe terminals 1 (Lt Green/White wire) (selector set to Med Low), 2 (Black wire), & 3 (Yellow/Red wire) (selector set to Med High). Each should show continuity or 0 -.2 ohms. If they read infinity or greater than 1 ohm there may be a problem with the function selector switch or its connector.
