4.0 idle air control

New IAC comes with figure eight oring type gasket as well as a paper gasket. The truck has both gaskets installed now. Question is, are both supposed to be used in this application? Seems overkill and possibly making the oring ineffective sealing against paper. Your thoughts?
Making headway on valve cover gaskets replacement but reflecting on all the parts I had to take off to get to the valve covers. Solving the oil leak is a job that has grown exponentially.
Had to make my own gasket sealer for the cork as they don't make the copper coat with an applicator anymore. Didn't want to spray the engine copper. Slow and steady.

Were there two versions of that IAC valve?
It had the groove/recess for the O-ring type or a flat contact surface for plain facing gasket.
