New to the forum and new truck

New to the forum and new truck

First off I'm going to start by saying I am new to this fourm, and i did not know where else to post this.I also recently bought a 2000 mazda b3000 for $500 bucks. Now for $500 bucks you can't expect a show car, and with that said I have a few problems with my new truck. First off the truck is mechanically maintained. It runs well and there's abunch of new parts under the hood as well as regular oil changes. But the body is rusty. I will upload a picture of my rust bucket. I would like some opinions on the best way to fix this wheel well rust. I already bought Fiberglass and I think that is the way to go. I have access to a welder at a buddies house but the truck is not e tested nor safetied or insured so I can't really drive it to my buddies house. So my question is what should I do with the rust?
The steering also vibrates when I get up to about 70km/h. I was told it was a bad u joint In the rear of the driveshaft. I bought a new u joint and I'm waiting to replace it but I would like to know thoughts on if that would fix it?
Last but not least neither doors will lock. I put the key in but It will not turn either way. I was told that the old owner lived in a friendly neighbour hood and never ever had to lock the doors.

Sounds like you have some work to do.

Not sure about Canadas safety laws.

Thanks alot guys, and I forgot to mention that this is my winter beater and beater truck, I have another car which I can't drive in the winter and I'd like to

Put my money in the car, so I want to keep the budget as low as possible with the truck
