99 Ranger: engine wont turn over, has power, and no check engine light
 
Ok, so, I have 99 ford ranger xlt with 4.0 engine. My right head lamp went out, but the high beam worked. I purchased a new bulb and replaced the old. Tried to turn on the head lights and no go on the low beam but thumbs up on the high beams. We tried putting the new bulb on the left head lamp and it worked fine. So I thought maybe it was a fuse. So I started removing fuses, one at a time, and checking them. All good on the interior panel. So I went into the exterior panel under the hood. I only removed two small fuses, they were fine. However when I went to start my truck, it would not turn over or make any noise when I had it in the start position. When the key is in the "on" position, the lights, the gauge lights (excluding the check engine light), the interior lights, windows, and radio (excluding speakers), worked. Oh and the alarm system works, the truck just wont start. I had my uncle check it out and he got the truck to crank by messing with the solenoid, but it would not start. I am going completely bonkers. If anyone can provide any insight or info on what they think it could be, I would greatly appreciate it.

Does your '99 have a Ford PATS system or 3rd party alarm?

By pulling fuses you may have triggered a disable feature that prevents thieves from cutting power and then restoring power to reset the alarm system.

If CEL(check engine light) doesn't come on when key is turned on then computer is not powering up so PATS system is off line and a no crank would occur.

There is a relay in the power box(engine bay) that supplies power to the computer when key is turned on, the EEC relay(aka ECU, PCM), make sure it hasn't been moved and is "clicking" when key is turned on.
