99 Ranger windows
 

My brother has a 99 ranger that the windows won’t work on. Believe at one point it might’ve had manual windows but somebody down the line put power windows in it. We’ve tested motors on both windows they both work. We have power going to the plug on the motors , hooked jumpers up to plug from motor and it works fine. Have power at the switch on drivers side. Fuses are good. There is however a relay under passenger side kick panel that looks like wires coming from window switch go to , there’s power there but can’t hear or feel relay when hitting window buttons. Have tried other relays there as well. Any other ideas ??
