i live in so-cal and for the past few days it been raining pretty hard so two day ago on my way in to work i was on the freeway for maybe 3 miles when my horn just stared to going off so i pulled off the road and unplugged it and went back on my way to work. when i got to work i plugged it back in and it work fine then last night i went out for a drink and on my way back it did the same thing so unplugged it again and when i got on the freeway i tried to use my cruse control and it didn't work I'm thinking something is getting wet if anyone can help i would appreciated it thanks for your time

You're getting a water from a leak onto your fuse box or control box. Similar thing happened with my g/f's 94 Civic. Her wipers would turn on when they felt like it, her car alarm would sound while driving or in the middle of the night (while NOT being armed), and her horn would come on at any given hour of any given day. I pulled fuses and relays with no resolve. I finally took the entire car alarm system out, miles of wires and BAD connections, as well as disconnected the intermediate wiper harness, and replaced the horn relay......which was packed with mud. Yes, mud.
Turns out years of a tiny leak by the windshield, gave water a chance to drip onto the control box and corrode harness connections and sneak into the horn relay, which was not were it was suppose to be, it was tucked upside down and taped to a support rod behind the dash. The alarm harnesses were all green with corrosion and the wires were barley together. Needless to say, it's all been fixed up without the the use of the intermediate wiper function.
Locate the source of the leak or at least find where the water has damaged. Find your horn relay and check that.

Symptoms like these have been reported on 2004+ Rangers during heavy rain. Water gets into the Smart Junction Box and shorts some circuits together. The SJB is a combination fuse panel, BCM and security module. Pull off the passenger side kick panel and check for water.

took my passenger side kick panel and haven't seen any water and if i plug the horn and window washer back in they seem to work fine until i go and get on the freeway or get some speed so i think the wind is driving the water into some wires or maybe the sjb dose anyone know where the BCM ( Body Control Module) is or any suggestions on how to find the leak thanks this is driving me crazy! its the fist and only problem i have ever had with my truck

For 2004+ Ranger, Ford integrated the functions of the Body Control Module (GEM in Ford speak), the Central Security Module and the interior fuse panel into one large assembly called the Smart Junction Box.
