Oil cooler hanging!

I went to change my coolant today in my 2004 4.0 Xlt for the first time today. While doing so I noticed my oil cooler was hanging there after I removed the plastic gaurd underneth the radiator. It looks as if it was held in place by rivits at one time. I wonder if it is just poor design by Ford or what, anyway Im irritated. Ive never messed around with the oil cooler, and see no reason why it could possibly be broken from its mount other then cheap design/craftsmenship by Ford.....I have it ziptied for now untill I can try to rivit it in place again myself....Has anyone else had this problem or heard of it before?
