2.3 stumbles from 2500 to 3500

2.3 stumbles from 2500 to 3500

I just bought this 97 and it has a bad stumble from 2500 to 3500...
It has:

K & N cold air intake
no cat.
new plugs and wires
no ox sensor

previous owner had the egr disconnected

the fuel filler neck is broke i have a new one just havent put it on yet...

it doesnt stumble in nuetral between those RPM's

I sprayed carb cleaner around on a few vacuum hoses to no avail...

any ideas

Does it do it in all gears?

yes in all gears...just not in nuetral...

checked

small shop did them then i went back and checked them
