heat lukewarm and temp low!

so, my heat is now blowing air that is warm but not hot enough to get the cab hot. I also notice that the temp gauge is always rather low, and that the blower itself seems to fluctuate. I'm not about to assume that the blower problem is connected to the other two. I suspect a thermostat, but am not sure if maybe a temp sensor would be responsible. I don't see how a temp. sensor would cause the heat to blow lukewarm, though. this leaves me somewhat stuck. any ideas?

I thought the thermostat open was what allowed hot coolant to flow to the heater core and make the heat work.

no the thermostat allows the coolant to flow into the rad...but if its stuck open the coolant will be getting into the rad way too early and will never have a chance to warm up
