You probably already have the connector inside the dash as well. You MAY need the relays that go in the relay box in the engine compartment. What some have found is that the connector they need was already in the dash, just like they are already down under the bumper. However, sometimes the relays (and maybe the fuses) are missing.
Your owners manual shows the layout and which relays are for the foglights. You can look now to see if they are there or not.

In the engine compartment, in the junction/fuse box. Look in your owners manual to start and then "explore", lol. I don't have any pictures handy. Usually in the engine compartment, on the firewall, on the drivers side. The box is about a foot long and has a lid that snaps off.
Relays are generally little white or black "blocks" with terminals coming out one end that plug into sockets in the box. They are generally from an inch to inch and half long, and vary in width from about 1/2 inch to an inch.

If your XL has a 2.3L, the Power Distribution Box (page 156) is wired differently and does not have a provision for fog lamps. In that case, the simplest solution may be to include the foglamps, switch, fuse and relays in a fabricated subharness.
