left turn signal blinks fast

Usually, if not always, if your turning signal is blinking fast, that means that a bulb is out. Either the front or the back. But it could be a possibility that the brake light has gone out since the turn signal and brake light are the same bulb. This may not be the case for you. Just trying to eliminate possibilities to better evaluate the problem.

i'd go with dj, the only time i have seen a vehicle hyper flash was when the relay was bad, witch will cause it because the relay coil gets worn out and does not stick long enough as it probly is having bad contenuity, and when my blink bulb went out and obviously before when it was on its last leg i didn't have any hyperflash

The coil either has continuity or not = good/bad. The flashing is caused by a bimetal strip that gets warm from resistance and moves the contact away breaking the circuit. This "strip" is matched to the resistance of the stop bulb's filament for a medium flash rate. Since one side flashes medium, there must be a problem with the other side's bulb or wiring resistance.

well i mean i'm no expert on blinker relays but i've had other relays in differerent relay circuits in my elctrical shop at my vo-tech school that were wired right just when you gave them power the coild was very weak, no agian i'm not an expert on car wiring and blinker relays, i jsut understand electricity ingeneral, but i do respect that you do and if i have a similar problem i will know what to check for, thank you :D
