OK, so my wipers only work in my '86 on the high setting. On low or intermittent, they will stop dead on the windshield and not dock. When I flip the lever to off, the wipers will dock. The washer works but does not activate the wipers.

I've got it down to relays, the switch itself and the wiper governor. I was going to test the relays today but it's pouring out so I figured I'd come on here and see if anyone's had this specific problem and can point me in the right direction.
