funny sliding noise coming from under the hood!

Hey, just wondering if anyone has ever had an incidence of hearing a sliding noise under the hood on a 2.3L. Basically, when I accelerate, I hear this funny sliding noise under the hood when I let off the accelerator to shift. It sounds like the sound we all hear as campers when a human hand is slid along the outside of a tent. it's that high-pitched whirring noise. it seems to go away after the vehicle has run for a while. A few minutes ago I ran the engine with the hood open and revved it a few times, but could not even get it to make the sound! The belt seems fairly tight, about an inch of play at the longest stretch of belt, when pulling it up and down firmly.
Any ideas?
