Does the 3rd Brake Light have white lights on the side of the brake light ?
On my ’03 had the Cargo lights were there and the harness up to the lights was there but no sockets or bulbs.
I added the sockets and hooked the cargo lights.
Cheap harness from LMC will give you Cargo Lights IF you have the wiring at the light.
I then changed my Cargo Lights to directionals.

my 3rd light is all red but has back plate with 3 places
for bulbs i was going to tie all 3 as brake lights

One is either a 3rd brake light with the white side lights built in or one of Buggman's LED 3rd brake lights with the cargo lights on the sides.
Two - wires from your directional lights wires to the appropriate x-cargo lights.
(On my '03 they were under the driver's set).
I think Buggman might be working on a directional kit... Better ask him.
If he is not, ask some more questions.

I should have a few sets of the stock bulb sockets that I can put together with some crimp connectors that will crimp right onto your existing wiring.
The battery terminals are some from one of my parts suppliers. I modded them to handle a couple larger wires. I have a couple more sets of them too.
I have done a couple led modded 3rdBL's with my turn signal mod... here's a LINK to my 3rdBL pics & videos @ photobucket.
The wiring isn't too complicated, especially for the trucks with 3 bulb tail lights. I haven't tested one with a 2 bulb tail light truck yet, but they should work just the same.
You'll need to tap into both left & right side turn signals wiring to run into the cab, up to the 3rdBL and connect them to the outer red lenses' bulb sockets (or to my modded led 3rdbl wiring).
