Wondering if someone could point me towards the right path.1998 ranger 4.0ohv

I need to pass safety since I moved and they won't pass my truck because of the missing high beam indicator

1:tested other bulb and it won't work also tested resistance to make sure bulb was ok

2: 1 check for voltage when at the bulb when my brights are on and I only have 1-2 volt DC and check continuity to connector to make sure the flex cable had no break

3: all my bulb beside the small ones are LED

4:my headlights are also LED aftermarket but everything works no problem.

What I plan to do:

Switch back to incandescent bulbs in the gauge cluster

Test high beam switch to see if I'm getting voltage

If anyone encountered this problem I would really appreciate help
