high revs

when I'm driving the revs are good fron the time I put it in park or neutral the revs go up all the way to 1800-2000rpms what causes this?
Ford ranger 2.5l wl turbo engine.

You have a International Ranger with 2.5l turbo diesel engine, so not alot of info about them on this site.
