My air conditioners isn’t working and same with the fan settings.

Yes, the blower motor resistor block is bad, Fan on high doesn't use this resistor block all the lower speeds do
Not hard to change, its in the engine bay on the heater box next to the blower motor, video here: youtube.com/watch?v=5jcsnBJoshA
1995 to 2011 are changed the same way, but part number may be different
As for the AC, what doesn't work?
When you turn AC on does the Compressor on the engine engage?
If not you may have low pressure in the system, needs a re-charge
If Compressor comes on then AC is working, but...............temperature control may not be working, thats run by a small electric motor in the cab, its called the Blend Door actuator, again 1995 and up Rangers used this
