No Daytime Running Headlight

No Daytime Running Headlight
Truck is a rear wheel drive 1999 B3000 Mazda with no fog lamps.
As the title says, I have voltage at fuses 4 and 8 when they are on bright when I pull each fuse on one side, when I switch on the dims, there is no voltage on either side, and there is no voltage on either side of the fuse connection when the truck is running with head light switch off. (day time running lights don't work)
Here is the wiring diagram from my local library, but it doesn't show fuse 4 or 8, it shows, 38 and 42, and there is no fuses 38 and 42 in the owners manual ????
I'm not even sure if it's the correct one.
It shows an arrow DRL (daytime running lights), which diagram does that connect up to, I can't find it ???
And all the colour symbols, there is no legend, which is the tracer and the solid colour ???
I found an explanation of some of the symbols, but not all of them ???
I've tested all the relays under the hood by switching them on and checking for continuity, and they all test fine.
I would like a little more to go on before I start getting into the steering column, and I don't think it's the dipper switch on the column at this pint given the fact that the lights don't even come on as the running lights on dim.
I don't think it's the dipper switch as not even the daylight running lamps on the head lights work, I need to find why the DRL lights are not working.
I have not checked the lights themselves as there is no voltage at fuses 4 and 8 when the truck is running, the chances that both filament's failed at the same time are pretty slim.
And the colour codes to the DRL, what is that LG/B, light green and brown, light green and black, can't find a colour code legend and after that (DPHJ), what is that ????
I hate North American wiring diagrams, they assume that you went to automotive school and you one knows this already ???? BAH !
Thanks

Thanks Ron, at least it shows 4 and 8 fuses.
The odd thing is it just happened when I was trouble shooting the ABS light and the speedo no working.
When checking the relays and fuses for that problem, I thought maybe a got a fuse mixed up or a relay in the wrong spot, but that was not the case.
The two happening at the same time was just a coincidence.
What about the daytime running lamps module, what is that, is something that can cause this problem and is it replaceable ?
I know the high beam indicator light never worked, maybe that is part of the problem ???
Where would the DRL be located in the truck ?
When I find the problem, I'll post again.

Looks like the 2000 wiring diagram will be correct, the 1999 Ranger part number is XL2Z-15A272-AB
Fitment: 1999 Ford Ranger EV, XL, XLT 2.5L L4 - Gas, 3.0L V6 - Flex, 3.0L V6 - Gas, 4.0L V6 - Gas, Electric
So 1998 used a different DRL module
The XL2Z-15A272-AB was used on most 1999 and up Ford trucks and cars so pretty easy to find at wrecking yards if needed
It was usually located behind drivers side headlight or on engine side of rad support behind drivers side headlight, so not near any ABS parts
The DRL module uses pulse width modulation(PWM) to lower voltage at the headlights so they are only 60-70% brightness

Main problem was that fuse 33 was missing, previous owner probably didn't like the high beam indicator lamp shinning in his face, so that works now.
With out the wiring diagram you gave Ron, I don't think I would have caught that, at least not right away.
Removing 33 fuse worked if the running lights were on, but they quit when the DRM quit, so with out fuse 33, no "dims".
That also explained why the dim was really dim even when the headlights were on.
Mazda dealer wanted 127.00$ for the DRM, but no stock on the planet, aftermarket was 133.50$
Tried the parts guy at the local Ford dealer, but he was an A-Hole, so I walked away.
I don't make it a habit of settling for electrical stuff from the Auto Wrecker, stuff is worn out just like mine.
The location was ultimately on the drivers side, but down low behind the front bumper, not inside the engine bay at all.
