No headlights..HELP!

I only have bright headlights when I hold up the multifunction /turn signal switch. I changed the lights, fuses, multifunction switch. It can't be the wiring because I have lights. Everything else works. What can it be.Any help would be greatly appreciated!

All lights work except headlights. They work only if you pull the multifunction switch up into flash position and hold it but than only the bright lights. It's a brand new multifunction switch.

still no headlights, only brights when I hold up the MFS. Could it be the headlight switch itself? Everything else is new.
