You can try removing the ****, if it comes off, and spray "Contact cleaner" inside, rotate **** a few times and repeat, usually they are sealed units so this won't help
But the potentiometer/variable resistor that IS the volume control is most likely shorting out inside so you would either have to disassemble and replace it or replace the radio

My factory radio developed this same issue. I couldn't fix it with contact cleaner. Part of the problem is likely due to both the seal on the shaft - the cleaner can't penetrate. But, also this isn't the classic POT (potentiometer/variable resistor) used in the old days, but rather some digital dial with neither a beginning/home position nor a ending/final position - it will just spin in circles forever - so I don't know if the contact cleaner would work on this even if it did penetrate.
Ultimately, I gave up and replaced the radio. The new radio was cheap, and I purchased a 1DIN radio with a "bezel kit" that provided a small shelf under the radio which is most excellent for holding my cell phone while I'm on the road. It also has bluetooth connectivity for hands free phone use while driving, and I can now stream Spotify in my car. I'm so much happier than if I had just fixed the old radio...
