Spare Fuse Question

I've noticed receptacles in the fuse box for my 2008 Ranger which are labelled 'spare'. They don't seem to have the metal connectors inside that the other fuse holders have. How and why would one use these 'spares' ?

How does one use them though? I've just wired in aux. backup lighhts and it would have made the job easier to use one of these spares. The problem is there is no 'metal' inside them..if that makes sense. Just the plastic holder. Is there an insert you purchase?
