Yup. Used a two jaw puller on the tabs where it was marked. Cranked and cranked and cranked. It sure came off, just not in one piece.

**** me. How do I remove this collar now?

 

Generally you remove the nut and pull the wheel off the splines. I think I still see the nut installed. If I am right the nut has a raised tab on the top that I assume should come off if you tap on the tab with a cold chisel (counter clockwise). I could be wrong as I have never seen a nut like that.
