Thoughts on Smart Junction Box

I have a 2004 Ranger and my wipers and washers came on when l turned my headlights on, so l brought it in. Online sources said it could be the Generic Electronic Module, but the mechanic said it was the Smart Junction Box.
It was something l had to order myself because he said they usually sent the wrong one. When he came to pick me up, everything was working normal again. He didn't even know until he tried them out. I ordered a 'new' one (used replacement) anyway. Now, some have said they just unplugged and plugged in a couple of switches behind the passenger side kick panel and got things working again; maybe that's what he did.
But since a lot of these problems with the SJB seem to come from moisture or corrosion, I was wondering if there was any way to shield it from rain getting in. Or maybe sometimes just taking out the fuses and making sure they're dry might work sometimes.
