Time belt replacement question /crank

Hello everyone, I am in the process of changing the time belt which snapped on me. I have removed everything except the crank. I was trying to do the breaking bar technic, placing it by the frame and cranking it. Problem is, it just clicks. My question is, will it crank if I have everything off? It was cranking and turning prior to me removing the timebelt cover and broken belt. Is there a sensor telling the cpu not to crank? I did have to turn the crank a few times to get it at TC. I took the battery to get it checked and it was fully charged and in working order. It just sounds like when the starter is stuck. Any help will be appreciated.
I just want to make sure it turns when I replace the belt. I am planning on getting an impact gun to do it. Just worried its not turning like before.
My Ranger is a 1997 Ford 2.3 standard

I would first guess ground wire not connected. If you have a lot of things removed perhaps the ground wire isn't connected or the battery is just plain dead from a hood light or playing the radio while working. Put a volt meter on the battery and see if it is 12.6 ish.

The 2.3 isn't an interference motor so you couldn't be binding against valves.

There is also an outside chance your starter decided to randomly fry and has nothing to do with anything you are doing, coincidences do happen.

Thanks Jamman! Looking forward to being part of the RF community! Love my Ranger!
I will check the starter. I had the battery checked at advanceauto and it was good. Just sounds like a big click/clunk when I turn the key. If the crank sensor is out of time with the crank pulley, would that keep it from turning?
