Two issues on 2007 ranger not sure if they are connected

Two issues - not sure if they are connected
first issue is a buzzing sound coming from around drivers side of engine bay (right hand side as an Australian model) easily heard when engine is off but ignition switches to on, I have attached a video of the sound, I'm also getting a Whining sound that only occurs when I press the accelerator (throttle)
what could be causing these and are they likely
to be connected?
