What part is leaking?

On my ranger something that deals with the powersteering is leaking. Now before we take it into the shop we need to knwo what the part is called. it is down were at the end of the tierod and has a boot over it. it is not the end of the tierod where it connects to the spindle but the opposite end. It is also leaking on both sides. What is underneath those boots. Is it the powersteering pump leaking. i mean nothing on the engine is wet just the boots and my lower control arms because it is leaking pretty decently. So if anyone could help me i would appreciate it.

how much would a new steering rack and pinon cost from a dealer to buy and install? and is does that sound right that it is leaking? are there seals that need replaced or does the whole thing need replaced?
