I have a 2010 ranger. I want to upgrade the stock 15x7 wheels to 16x8. What should the new offset and backspacing be?

You can just get 16 in stock ranger wheels and not have to worry about it. The ranger station has a complete wheel guide you can look at and see all the ranger wheels to choose from. Even some expo ones as well.
