I believe a "shielded" intake means it's wrapped in a heat shield, therefor decreasing the temperature of the air entering the engine. Since cold air is more combustable (dense) than hot, it makes the engine run better, produces more power, and increases gas mileage.
This can be achieved by simply wrapping a header-wrap material around the intake tube. Header wrap is designed to reduce radiant heat.
