What Year Ranger?

1995?

If so there are 3 wiper relays in engine fuse box, only 1 is for the washer pump

And you say you pulled out that relay and washer still squirted fluid out?
Not really possible, of course, so are you sure you got the right relay

Unplug the wires on the pump

I took off the 2 relay in green, you can see that one of them is broken, i thought maybe that was the problem, so when i took them off changed nothing

I just replace the broken relay, and now instead of only the washer fluid splashes to windshield now i have a wipe, when i turn the engine on the wiper and the washer fluid comes on, i dont know what is happening.

Not sure what to tell you?

Is the wiper control on your turn signal stalk, the multi-function switch?
