Windshield wipers stay on when turned on

Think I solved wanted to post up anyway.
bought the truck (92 ford ranger xlt) last Nov. The wipers worked good for a few months, then started glitchingfter, and after awhile it was on continuous. Took a look at the 5amp fuse, cleaned the area with electrical cleaner etc, spoke with a few people who said it could be the switch...and if it is it would be best to make a fuse toggle switch instead of buying a possibly obsolete or expense part. I picked up a manual found out that the 5amp fuse is suppose to be a 5 amp cb (circuit breaker). Just put the cb in today everything work as it should. So this is why cb's are used instead of fuses? Or is my electrical system alive and reacting to something different

What if there is no Philips head screw when I open the cap: there a plastic piece sticking out. I tried pulling, turning the dial to see if there were hide screw etc
