wiper motor not working again ...ideas??

i replaced the windshield wiper motor on my 94 ranger 11 months ago in january 2007, yesterday i went to turn them on and they went up half way and stopped. i am HOPING they are frozen due to the snow/rain/ice we have gotten recently.

i can rotate them manually so that may mean the gears are ok in the motor i am guessing.

when the older one went, the motor was very loud, now when i turn the ****, it just clicks...

any ideas???

ok, it is a circuit breaker i need to check, how do i check the c.b. under the dash, or what type of tool do i need to check the motor for power?

i can manually move the wipers up and down, does this mean anything?
