Wipers park in the up position
1995 ranger 4x4 3L 5spd.
The wipers work perfectly. When I turn them off they park in the upright position on the windshield.
I replaced the wiper on off relay.
The previous owner said he replaced the motor. Can you attach the arms in the wrong position on the motor.? It's very confusing on why they park up when turned off.

There are two wiper relays, well three if you count the washer
There is the Run/Park relay, and the Hi/low relay
I assume you replaced the Run/Park relay
The GEM(generic electronic module) is what actually controls the wipers
The switches are connected to the GEM
When you turn on the wipers the GEM is what activates the relay not the switch.
The wiper motor has a Park sensor inside, when motor is moving it goes from Run then back to Park position, then Run and back to Park position and Run and ect..............
So GEM knows when wiper motor is in the Park position and turns off Run/Park relay at that time stopping the wiper motor, assuming you have turn off the wiper switch, lol.
So I doubt run/park relay would cause your problem, or hi/low relay
It would come down to park sensor in motor or GEM
This fellow had wiper issues and buzzer problem, so it was GEM issue: https://www.ranger-forums.com/genera...-issue-151375/
Yours may be as well
GEM runs all interior lights, locks and windows, so if you have noticed anything else then could for sure be GEM issue
