Welcome to the forum

Engine is seized...................if "Solenoid, alternator, battery, starter all good"

If its a manual trans you can try to "bump" start it

Who checked it?
How old is it?
What is the resting voltage?
What is the voltage when trying to crank the motor?

Battery is toast with those voltages. Get a new battery, cant diagnose problems with those readings.

because the battery in your truck is so dead it's taking all the electricity, leave the jumper cables hooked up for an hour, then try to start it.

and seeing you are able to push start it, my guess is your alternator is also bad.

I would suspect your starter is bad too.
Hook an ammeter to it and see how many amps its drawing.
Take it to a repair shop and have it diagnosed.

Battery is B A D, bad

New battery is 12.8volts to 13.0volts
3 year old battery is 12.5volts
5/6 year old battery is 12.3volts and time to shop for battery sales

12.2volts or lower is a done battery
12.0v or lower may or may not start engine, but "not start" would be the favorite
