Airbag Cover

Is there a way to see if the airbags have been discharged? Or, is there a safe way to pull off the panel that covers the airbag on the passenger side? One of the previous owners of my ranger put that "tweed" stuff on a bunch on the interior panels and I want to take it off. I am just a little weary of pulling off the passenger side airbag cover. Thanks for your help

drop the glove box and look up. the cover on the passenger side pops out when the bag is deployed. the steering wheel one splits down the middle.

Is there a way to take the cover off without deploying the airbag on the passenger side?
