Seat reclining adjustment?

After taking the plastic side cover off, I was able to see that in order for the back rest to adjust forward, or less of an angle, the teeth run out of room, and cannot go that vertical.

Is there any way that a person can rotate the part on the bottom counter clockwise, in order that the top part can move forward more??

Any pictures of that particular area tore apart?

You could shim the rear of the seat brackets upward..
