Welcome to the forum

1998 and up Rangers have an anti-theft system so you can't swap out PCM without also swapping out keys that match new PCM?

PCM also sends 8,000PPM(pulse per mile) signal to speedometer regardless of manual or auto trans, so something else is wrong
PCM uses tire size and rear axle ratio in memory for that, but can't see it being off by 45MPH, cut off at 95MPH

I took it to the dealership and they tried to reprogram it and couldn't get it to work I was wondering how to get it fixed without buying a new pcm

Why do you need a new PCM?

And if you do why not pay the $200 for a rebuilt one, it comes with 2 uncut PATS keys?

If Ford Dealer couldn't do it then you won't be able to either, something is wrong with the system.
Try another Ford Dealer, or call a Speed Shop they often know local people who can try to "talk" with the system.

ABS module in not "programmable" in the way you mean, 4-wheel ABS did have some changeable parameters but for comparisons not pressure or any specific "numbers"

ABS is "anti-lock" which means a sudden DROP in the speed sensor pulses causes a valve to open releasing brake pressure to that wheel, or both rear axle brakes, so brakes stop locking up and wheel can roll again
i.e. if a wheel is spinning at 100 pulses per second and suddenly drops to 10 pulses per second the ABS will open valve for brake line on that wheel to stop it from locking up, and you will feel a pulsing in the brake pedal as ABS valve opens and close so brakes are not cut off completely
There are no "pressure sensors" or other sensors, only the speed sensors on each front wheel or the one sensor on the rear axle
