My 99 4.0 has oil drain plug has good threads, can it be safe to say my drain holes threads are good too? I'm trying to rule out things.

Yes, if drain plug threads look good and you can screw it in with only fingers then threads in pan are good

If it leaks try using a crush washer, its just a soft metal washer that will flatten out more to seal any flaws between pan shoulder and oil plug shoulder when its tight
DO NOT over tighten the plug
Spec on yours, and most, oil drain plugs is 20ft/lb which is "snug"
