Hello from South TX
I have an 03 XLT with blinker issues, before i switched out the blimker assse, my hazards and LEFT turn signal worked, but not the right. i switched out the turn signal assembly only to have the same problem. I bought a new relay non oem, one from autozone only to have the same problem. I put back the old one and goes back to original problem
Not sure what the problem is. I checked at the bulb connection to see if im getting any signal but none is being shown. I get no blinking on the instrument cluster as well.
Any and all help is appreciated.

Try topping off your blinker fluid reservoir. JK.
If using incandescent lamps, sometimes a filament will break and one end will fall down onto the other creating an unintended path. That can cause issues with the control wiring. So pull your lamps out and see if the filaments are intact.

Flasher does both side turn signals on same single wire, and 4 way hazards on another wire, so if one side turn signals work it won't be the flasher, for sure
That leaves the Turn signal stalk, called Multi-function switch, or the bulbs themselves
Key on
Turn on Right signal
Does dash bulb come on?
If so then multi-function switch should be OK............maybe
If no light on dash then most likely multi-function switch problem
Do either front or rear right signal bulbs come on?
Just a test for the wire to Right side rear
Apply brakes, key on or off doesn't matter, does the right side brake light work?
Right turn and right brake share 1 wire(and 1 bulb) from Multi-function switch back to right side, so if brake light works then bulb is good and so is the wire, if no right side brake light then bulb or wire is bad
People DIY trailer light plugs all the time so they can splice into a wire and not do a good job so wire breaks over time, no connection means no flashing for dash or front bulbs
Flasher works by heat, the 3 turn bulbs draw a specific number of amps, the amps heat up the flasher and it separates, lights off, then quickly cools and reconnects light on, repeat, and repeat
If a bulb is burned out then not enough amps are used, so remaining 2 bulbs come on but no flashing, this is the most common sign of burned out turn bulb
LED bulbs draw less amps, so can cause no flashing, you can get an electronic flasher, doesn't use/need heat, or use LEDs with resistors that draw more amps
