"Suspended" Avatar?

"Suspended" Avatar?
If someones avatar reads "suspended" does that mean that they've been temporarily kicked off the board or that their privileges have been suspended?
I'm in the midst of a transaction for the OHC I'm selling and I got a PM from someone who's avatar reads "Suspended." I know on other forums that if you're banned or in trouble with the admins/mods that they'll change your avatar to reflect that.
