Vacuum Leaks

I have a 2003 Ford Ranger XL with 5 spd trans and the 2.3l engine. My question is in regards to the Evap Purge Valve currently installed on my truck. I’ve been trying to find vacuum leaks that may be affecting the surging that happens in the 1500 to 2000 rpm range.



I noticed that the small line coming from the vaccum accumulator is constantly pulling unmetered air into the intake. I verified this by pulling the cover off of Evap Purge Valve directly across from that small line and then applying vacuum. I noticed that a nipple directly under the cap has vacuum. The cap is open to the atmosphere and therefore is pulling unmetered air into the intake. Is this normal?
