Tachometer on 92 Ranger

Hey gang,
New here and enjoying the wealth of information. My brand new old 92 Ranger has a tach issue. When the truck is started, the tach starts as it should but moves up to 3000 RPM and sticks there. Does not move until 1st, 2nd or 3rd gears reach the 3000 mark, moves up and once I shift, it moves back to 3000. It is a stock indash tach. Any ideas of where to start to repair/fix? Is this going to require a dash board replacement?
