PCV system problems?

PCV system problems?
the car idles like **** when its cold. iv discovered that the PCV hose sucks its self almost shut. is that a valve or vacuum leak . would issues with the PCV system throw lean codes make it idle so slow it some time stalls and shakes and shutters?
