power plus rechargeable battery pack behind driver seat

I looked behind my driver seat and just noticed a thing that looks like a battery pack charger what is it??

x2, more info, is it hardwired in the truck? a quick google search and Power Plus looks to be a line of rechargeable made by Energizer, also I saw something about a flashlight, and that would make sense to have a rechargeable flashlight in your truck.
