What are the seat belt

What are the seat belt

What the short section of seat belt looking pieces for on the bottom of the seats, they are attached to the base of the seat but don't see what they could lock into, new to Rangers & this is on a 1999 XLT extended cab. I have a owners manual on the way but curious.

Well at my age I don't expect to put my great grandkids car seat in the Ranger, I was thinking it was part of some sort of cargo system.
