what paint and primer for new floor metal.

I'm gonna weld in my custom made yard cart sheet metal floor pan this weekend. need opinions about what kind of paint and primer will work with 3m body sealer, and what to apply first. my goal is to remove all the old body sealer in that area, redo the body sealer and prime/paint my new floor pan and what's left of the original floor. at first i was thinking about putting por15 over the whole floor but then i read that it doesnt stick to new bare metal well.

Sorry missed this when first posted

Primer is used because it sticks to metal, and most things, lol, paint doesn't
But primer is not very resilient, easy to scratch and not UV resistant, and oxygen can penetrate primer
Paint does stick to primer and paint is more resilient, and an oxygen barrier

So you prime a surface first, then after its dry paint it

Rust happens when metal comes into contact with oxygen
Water is H2O, it speeds up rusting
Salts(minerals) speeds rusting up even faster

But if its painted then no oxygen can get to the metal so no rust can start

sorry I forgot to reply to this, here is my floor metal before and after welding and primer, I forgot to take a picture right before I put the vinyl floor back but it looks pretty darn good. I used that rustoleum clean metal primer, rustoleum white paint, and for underneath I did the same and used truck bed liner brushed on.
