I have a 1999 Ranger XLT 2WD. I recently changed the front brake pads and rotors. About three weeks afterwards I had intermittent radio and heater and wind shield wipers not working as well as turn signals and speedometer going out. I made the following repairs to try and remedy the problem:
Checked all fuses and replaced one that was burnt out.
Replaced rear speed sensor.
Replaced ignition relay.
Replaced ignition switch.
I put graphite powder and tapped column with mallet, as well as put a pick tool in hole while trying to turn the key. I spent countless hours over the last week doing this.I just cannot remove the old lock cylinder. I already purchased a new one with keys but cant get the old one to turn to run, nor remove it at all. The picture is where I am now.

The ignition cylinder feeds a geared throw slide/rod. This slide/rod is plastic. Mine had the cross pin fall out. If the gears on the slide have gotten "eaten" and worn, your ignition cylinder gear may be locked up on them. Can you move the cylinder to accessory mode (one click backwards)? If so, I would say the gear teeth on the slide are probably toast. To replace mine properly (not jerry rigged) I had to remove and disassemble my entire steering column. Took about 6 hours and a trip to the junk yard (I damaged my clock spring removing it) I feel for you and wish you luck.
Also, just because it won't turn backward to accessory mode, that does not mean it's not the slide gears. Your ignition cylinder gear could be locked hard between two slide teeth.
